A majority of Samsung indoor units have a thermal fuse located in the indoor units terminal block. The fuse is there as a safety device and will be read as normally closed when checked with a multi meter. An E198 error will occur if the indoor main PCB reads the fuse as open circuit. Before condemning the terminal block or main PCB, make sure to check for loose connections on the terminal block, as well as the connections between the terminal fuse and the indoor main PCB.
